Its been a while but when I was involved in reviewing journal articles, I always thought it was off the back of research that I had published that looked at similar areas. I suppose one way therefore is to publish a fair bit and you will then be approached. If your reviews are solid, useful for the person who has submitted the paper and you keep within the time guidelines from the journal, it won't be long before you will be snowed under by artcles to review.
If you want to get involved sooner, I suppose you could alway contact editors directly, offering your services. I would imagine they would need to see a good knowledge of a certain area before adding your name to the review panel.
Hope this is of some use, but maybe there is a journal editor out there who can add to this??
